What are the most dilapidated buildings in the Estian health network?

A total of 16 buildings from the Ciusss de l’Estrie-Chus present ratings of D or E. These are allocated using a dilapidated index: the rating is for buildings with an index between 15 % and 30 %, while the rating goes to those who have an index of 30 % and more.

In Estrie, three buildings are listed, according to data obtained by The platform thanks to a request for access to information. We are talking about the CHSLD Villa-Bonheur de Granby (33.82 %), the warehouse in the old CHSLD of Waterloo (88.73 %) and the building 2 of the Lac-Mégantic CHSLD.

The CHSLD Villa-Bonheur has a dilapidation rating of E.

The latter wins the palm of dilapidation in the region, with an index of 95.94 %. Faced with this observation, the CIUSSS ensures that this part of the building will be closed at the opening of the Maison des Aînés in Lac-Mégantic, which should be done in November 2025.

Several units in hospitals, CLSC or CHSLD of the region are also struggling with an index of obsolescence which give them a dimension D. Installations in the hospitals of Magog, Fleurimont and Granby are notably affected, while the health center of Windsor presents an index of dilapidation of almost 25 % in its entirety.

In Sherbrooke, two CHSLDs have units with a Cote D. This is the cafeteria at the Argyll Center and the Colet in Saint-Vincent-de-Paul.

In Quebec, almost 16 % of hospitals obtained a dimension of D or E, according to a review of Montreal Journal published in April.

The Journal reported, however, that establishments well known for their dilapidation, such as the Drummondville hospital, obtained high ratings, from A to C.

In Estrie, establishments whose inadequate physical nature has been publicly mentioned, for example the Val-du-Lac youth rehabilitation center or the psychiatric wing of the Hôtel-Dieu, have fairly low vetées.

In Val-du-Lac, for example, the average index is 4.78, which gives it a rating A, while the minister responsible for social services, Lionel Carmant, said himself about the center, in 2024, that “we cannot say that it is ideal”.

Persistent problem

All clues reported above were calculated in 2024. The data we received, however, show that the problem of obsolescence continues over the years for several of the establishments.

For example, building 2 of the Lac-Mégantic CHSLD has its vertical index of 95.94 % for at least 2021. CHSLD Argyll users have frequent a cafeteria at the Cote D for at least the same period.

The CHSLD Argyll cafeteria has been listed for at least 2021.

Other units have been marginally improved, such as the first floor of the Magog CHSLD which spent on a side in 2021 on a side of 2024.

By email, the CIUSSS explains that “the work required by installation is planned according to the priorities and the current or future vocation of the building”.

“As we deprive the safety of users, visitors and staff members, all the interventions required on buildings which have an impact on these priorities are carried out first of all depending on the budget allocated to the repair of infrastructure. We must also meet the legal obligations, standards and inspection of the RBQ for which upgrades are imposed in order to maintain the compliance of the installations, ”it is written.

For the precise file of the CHSLDs, Quebec has hoped since the start of the deployment of the houses of the elders that these will allow to replace the existing and dilapidated centers.
