“I want a transparent city, there are no hiding places,” said Mayor Bruno Marchand, on the sidelines of the 2024 report of the Auditor General (VG), who announced that he would look at the financial statements of capital mobility (CM) next year.
VG Daniel Rancourt said he made this decision in particular due to requests made in the public square and due to the larger funds that the company manifests. But it could happen two years before having the details, if financial risks are noted, he said.
Anne-Marie Fortin, Director of the Division of IT verification and security, Daniel Rancourt, Auditor General, and Mylène Dumas, Director of the Division of the Optimization of Special Resources and Mandates, presented the 2024 report of the Auditor General of Quebec City on Friday.

Next week
The mayor stresses that until now, “there is no one who says that it goes badly to capital mobility, apart from the oppositions”. “If there are reports that we can make public, we will do it,” he nevertheless promised, assuring that his decision will be rendered next week.
For Mr. Marchand, CM is a “new structure which gives fruit and from which citizens benefit”.
The head of the official opposition, Claude Villeneuve, and the chief of the second opposition, Stevens Mélançon, say they have no hope of getting what they want next week. Both demand the consolidated financial statements of the company, as well as the independent auditor who checked them.
The head of the opposition, Claude Villeneuve, deplores that there are few details of the financial statements of mobility capital, which manages in Vélo.

Mr. Villeneuve deplores that for in Avelo, we do not “know the costs, the price we pay”. He suspects that it is “perhaps a success that harms financing and the offer of public transport”.
Disappointment
He said he was “disappointed” for not having more answers in this year’s VG report and that we have to wait several months before having. According to him, “it makes no sense to go to elections without having the right time on this new entity”.
“I’m going to be very surprised if he comes out, the figures. There will be a pitfall with advertising revenues, ”according to Stevens Mélançon.
For its part, the Quebec transitional head, Jackie Smith, is convinced that CM does not hide anything. She also deplores that the other opposition parties “do not cease to jump on each opportunity to break sugar on the back of public transport”.
The role of CM is in particular to optimize and enhance the real estate and digital assets of the RTC by ensuring the exploitation of the veloparting service in Vélo, the management of advertising contracts and commercial partnerships.
