Two right and left committees together against the abolition of the rental value – RTS.CH

The removal of the rental value will cost billions and will cause tax increases that will weigh on the middle class: two committees, one composed of PLR and center members, and the other from the left, pleaded Tuesday for non -voting on September 28.

Parliament has decided to remove the rental value, a kind of tax for housing owners. In return, the interests of the mortgage debt and the costs of maintaining and renovating the building would only be partially deductible. The cantons could also collect a special secondary residences, planned to compensate for tax losses.

But this change requires a modification of the Constitution and the Swiss population is called to the ballot box to give its opinion.

Feared tax losses

The reform is supported by the Federal Council, the rooms and the right -wing parties. But parliamentarians of the PLR and the Center, supported by the construction sector, reject it. In the Committee of the Alliance “No to the cessation of renovations” include advisers to the States Pascal Broulis (PLR/VD), Charles Juillard (Center/Ju) and Beat Rieder (Center/VS), as well as the national advisers Simone de Montmollin (PLR/GE), Philippe Nantermod (PLR/VD) and Benjamin Rod (Center/VS).

Pascal Broulis denounced during a press conference in Bern “a boxing compromise”, which will cause high public tax losses: up to two billion francs per year, taking into account the current mortgage rate of 1.5%. And it is more than uncertain that the financial losses of the tourist cantons can be offset by the revenues from the new tax.

Some cantons have already announced that they should increase taxes to compensate. The Canton of Ticino estimates that its taxes would increase by 7.5%; In the canton of Zurich, this increase would be 3%, warned the elected PLR.

Job losses in construction?

The concern is also to put in the construction sector. The building plays a central role in our economy, recalled Cristina Schaffner, director of the Factière Constructionsuisse. The loss of deductibility of maintenance and renovation costs is a hard blow. A stop of renovations and a massive fall in investments would considerably weaken the branch. Thousands of workplaces would probably be destroyed.

Added to this is the risk of a massive increase in black work: if the costs can no longer be deducted, some owners may be tempted to accept more payments under the table, stressed Pascal Broulis.
